Before, you had to promise to take them out of state, or to a registered area for the aerial type of fireworks (either minature of what you'd see at shows or in some cases what you'd see at shows). Up until then, you could only use ones that stayed on the ground (fountains and cones). They charge you the sales tax then an additional tax fireworks tax.
