Is there a political party in the area that you can approach? If the city/town council won't do anything about the lack of lights, security cams etc, you can engage other groups in a campaign to make the streets safer. Collect signatures from people in the area and contact local organizations. If enough people get involved, there's a better chance things will be looked at!
That note... Sickening though it is, it sounds almost like this "person" on some level wants to get caught. Why else leave a note? What are the police doing? Are there flyers up with his description to warn others? The cops usually don't put those up (that I know of) but they can be very helpful!
As for you guys carrying guns... They say the first rule of fighting is to never use a weapon an assailant can use against you. That said, take self defense classes. Learn how to fight unarmed. That can only be used in your favor. Whether you wish to add a weapon into that mix or not is not for me to say. You have a different reality than we do here.
We have a total ban on carrying weapons in public. Even pocketknives can get you arrested. The mentality is; If it *can* be used as a weapon, it is a weapon. Even carrying a baseball bat is a no-no unless you're involved in the sport at the time, going to or from practice, etc. (cops won't get ya for having one though, they just don't like it)
It's not that the cops (or whoever) think every one of us will use it for a criminal intent, but rather that someone else might take it from us and do so. If it's not on the streets, it's not available for anyone to use wrongfully, basically.
People still do very bad things, of course, but on the grand whole, some research done a couple of years ago showed that this was (then) the safest country in the world to live in. As far as private citizens go, anyway. Much thanks to the ban on weapons...But like I said, it's a different reality here.
Just be careful and safe and look into your options! Maybe you can get everyone to take a couple of classes? Or better yet - take up a self defense-focused martial art! If you have any clubs doing Goshindo I can highly recommend it! It's "the way of self-defense" and teaches you boxing, kick-bocking, judo and wrestling all at once. Plus it's a great workout too!
