My least favourite villain was Caesar. He had the ability to make my skin crawl, so maybe a good actor!

He was such a slimeball, imagine betraying Xena, then crucifying her, only to change time, try to kill Gabrielle and then crucify them both. Totally don't remember his name, but the villian in Warrior Priestess Tramp was pretty awful. I love the episode but i always fast foward the second he starts talking.

I'm going to go with Mezentius from The Path Not Taken. I thought he was rather bland and certainly not menacing. Seemed more like an administrator than a warlord.
